Process

General Instruction to Bidders

The Tenderers intending to participate in the Tender are required to get enrolled on the portal https://www.bsnleprocurement.com, Enrollment on the above mentioned Portal is mandatory. You may require to payment for registration as per department wise for 1 year or 2 years.

System Configuration: Need to install JRE (JAVA Run Time Environment): JRE 7 and above. To download JAVA (JRE), click on given link https://java.com/en/download/. After installation of JAVA,Go to ALL PROGRAM (Search Configure Java). Open Configure Java --> Go to Security Tab --> Select Enable Java content in the browser --> Select High-security level for applications not the Exception Site List --> Click on Edit Site List. Click ADD--> add https://www.bsnleprocurement.com and Click on Apply and Click on OK.
Note: Supported Operating System: Windows 7 & above , Supported Browser : Mozilla Firefox, Chrome , Internet Explorer (11) Internet Explorer Setting: Active-X Controls should be enabled as follows: Tools --> Internet Options --> Security --> Custom Level --> Enable all Active-X Controls ” Restart the System.

The bidder who wishes to participate in these Tender needs to obtain Class 3 Digital Signature Certificate (Signing & Encryption). The bidders requires Class 3 Digital Signature Certificate (Signing & Encryption) to be mapped on their portal id on https://www.bsnleprocurement.com
Note: All the Contractor/Bidder is required to use Class 3 Digital Signature Certificate (Signing and Encryption) to do all kind of tendering activities on the portal. The user is requested to make sure that the Name mentioned in the Profile Name is similar to the name mentioned in their DSC (also Case Sensitive). In case of any difference between the two, the DSC will not be functional in the portal. In case of multiple DSC mapping in a single account, the latest mapped DSC will be considered valid for that particular user account. The details of old DSC will be stored in the portal but it will not be functional. Any DSC mapped once with one account cannot be used in any other account on the same portal.

For Bidding: Bidders have the option to place their bid multiple times and uploading the required supporting document, as per Information Technology Act-2000 to digitally submit their electronic bids on portal https://www.bsnleprocurement.com
